Description
The expression is a reflection of Finland's history under the Russian rule and points to the harsh ruling methods in Russia and in the Soviet Union. The expression refers to the eviction of criminally convicted people to Siberia. The expression refers to “the Russian hell” as not extremely hot but extremely cold place. The current social perception would be obstructive: This expression is not accepted in the mainstream culture and the expression is considered to convey a discriminatory message.
Why racist
The phrase conveys a message of undermining the Russian people and their heritage, to spread a stereotype of Russian as hostile foreigners due to their history as harsh rulers, although the history in reality is very ambiguous and many-sided.
